If you want a definition of "World Class" how about being one of the best players in Europe in your position (and of your generation)?
If you're one of the best players in Europe then you're definitely elevated into being one of the best players in the world.

On pure goals per game, Ian WRIGHT had a better record with us than Tevez. (9 in 22 vs 7 in 26.)

If you put a loose classification of world class as being one of the top five players in their position in the world at the time I suspect the list would be something like:
Bobby Moore Dimitri Payet
(And possibly Trevor Brooking, apologies, I'm too young to know enough about who else he was competing with)
Rio Ferdinand probably got to that level after he left us, as possibly did Tevez, Mascherano and at a stretch Lampard.

Paul Ince was quite skinny when he played for us, it was only when he retired that he put on a few pounds which seemed to inhibit his ability to speak properly!

We've had some 'World class' fat fuckers play for us at times, most notably Benni McCarthy who was that fat and unfit he couldn't make the South African World cup squad, Titi Camaro had some spare timber, perhaps that why he was so shit and Mido had piled on a pound or two when he got to us.
I had the pleasure of seeing McCarthy and Mido spearhead our 'attack' in the later stages of an away loss to Burnley, what a fucking debacle that was!!

What about 'Arry's "top, top players"?
He's had loads of them. The bigger the envelope, the "topper" they are.
I'm being slightly facetious but if this debate should continue, I would at least limit it to players who were truly exceptional and peaked WHILE WITH WEST HAM. By that measure, I'd leave Tevez out. Certainly Carrick. And Lampard Jr. And Mascherano.
Our fault, various reasons, but we didn't get their best. And we have a team of Davor Sukers every few years!

You have decent players, you have good players, you have very good players, you have top players, you have world class players, then you have ones that can be discussed as being best ever (messi, Ronaldo etc)...

Exactly all open to individuals interpretation as when a player is put in the `world class' bracket... for me it's a player that would walk into a world XI at their time of playing... would Carrick, Tevez, Parker, Rice?? Not in my eyes they wouldn't... Mooro would... but yes it's open to every persons individual interpretation...

Young Frank and Mr Ince were 2 who went on to be amongst the best of there generation, well in England anyway.
